benchmarks/imb: Fix P_Write_Shared segfault

With CHECK_RESULTS enabled, IMB-IO-openmpi P_Write_Shared crashes on
the first non-zero message size because IMB_chk_distr() uses reccnt,
while IMB_init_pointers() leaves it NULL for MPIIO builds.

Allocate the arrays needed for MPIIO builds.

benchmarks/imb: not for 32 bit architectures

The code bases uses %lu or PRIu64 to print size_t values in various
places. Elsewhere it assumes size_t is 64 bits, such as when
evaluating ((size_t)1) << IMB_P2P_MAX_MSG_LOG where
IMB_P2P_MAX_MSG_LOG is greater than 31.

benchmarks/imb: upgrade to 2021.3

This port was very outdated: releases notes are available at
<https://github.com/intel/mpi-benchmarks/releases>.

The PDF is no more included but the user guide is available at
<https://software.intel.com/en-us/imb-user-guide>.

Also modernize the port and switch from OpenMPI 3 to OpenMPI4 (optiopnal,
MPICH still being the default).

Bump PORTREVISION for ports depending on the canonical version of GCC as defined in Mk/bsd.default-versions.mk which has moved from GCC 8.3 to GCC 9.1 under most circumstances now after revision 507371.

This includes ports
 - with USE_GCC=yes or USE_GCC=any,
 - with USES=fortran,
 - using Mk/bsd.octave.mk which in turn features USES=fortran, and
 - with USES=compiler specifying openmp, nestedfct, c11, c++0x, c++11-lang,
   c++11-lib, c++14-lang, c++17-lang, or gcc-c++11-lib
plus, everything INDEX-11 shows with a dependency on lang/gcc9 now.

MASTER_SITES cleanup.

- Replace ${MASTER_SITE_FOO} with FOO.
- Merge MASTER_SITE_SUBDIR into MASTER_SITES when possible. (This means 99.9%
  of the time.)
- Remove occurrences of MASTER_SITE_LOCAL when no subdirectory was present and
no hint of what it should be was present.
- Fix some logic.
- And generally, make things more simple and easy to understand.

While there, add magic values to the FESTIVAL, GENTOO, GIMP, GNUPG, QT and
SAMBA macros.

Also, replace some EXTRACT_SUFX occurences with USES=tar:*.

Allow the port to go a bit further in the build process.

Instead of complaining that `gmake' does not exist, the port fails a bit

Update to libmpc version 1.0.1 which brings the following fixes:

- Switched to automake 1.11.6, see CVE-2012-3386.
 - #14669: Fixed extraction of CC from gmp.h.
 - Fixed case of intermediate zero real or imaginary part in mpc_fma,
   found by hydra with GMP_CHECK_RANDOMIZE=1346362345.

This is on top of the following changes from version 1.0

 - Licence change towards LGPLv3+ for the code and GFDLv1.3+ (with no
   invariant sections) for the documentation.
 - 100% of all lines are covered by tests
 - Renamed functions
   . mpc_mul_2exp to mpc_mul_2ui
   . mpc_div_2exp to mpc_div_2ui
 - 0^0, which returned (NaN,NaN) previously, now returns (1,+0).
 - Removed compatibility with K&R compilers, which was untestable due
   to lack of such compilers.
 - New functions
   . mpc_log10
   . mpc_mul_2si, mpc_div_2si
 - Speed-ups
   . mpc_fma
 - Bug fixes
. mpc_div and mpc_norm now return a value indicating the effective
rounding direction, as the other functions.
. mpc_mul, mpc_sqr and mpc_norm now return correct results even if
there are over- or underflows during the computation.
. mpc_asin, mpc_proj, mpc_sqr: Wrong result when input variable has
infinite part and equals output variable is corrected.
. mpc_fr_sub: Wrong return value for imaginary part is corrected.

Convert to the new LIB_DEPENDS standard and remove hard-coded
.so versions from a couple of dependent ports.

The idea of IMB is to provide a concise set of elementary MPI benchmark kernels. With one executable, all of the supported benchmarks, or a subset specified by the command line, can be run. The rules, such as time measurement (including a repetitive call of the kernels for better clock synchronization), message lengths, selection of communicators to run a particular benchmark (inside the group of
