Add a knob, `WITH_CHANGEWORD', that allows GNU m4 to be built with support for the `changeword' extension.

Fix a format string vulnerability. Note that others might still be lurking inside the m4 code, this is just a quick fix for the one reported on BugTraq.

Change Id->FreeBSD.

As threatened, enforce the "Capital, no period" rule.  Ellipses are permitted.  Note that, given current numeric motif of PW, this is done in four equally-sized commits of 393 files each.

Remove the test to create ${PREFIX}/share/info/dir as it is now in bsd.port.mk and this helps to unify the check and install.

Commit all Y2K/WWW_SITE changes from today...

${MASTER_SITE_GNU} got rearranged in December; let's catch up.

Portlint.

Use install-info to add/delete info entry to the dir file. Also install examples.

Patch up m4.texi and add @dircategory.

Patch up doc/Makefile.in: - Add --no-split to the makeinfo command-line. - Remove m4.info* before generating info file from .texi.

Compress a bunch of manpages.  Remove unnecessary @ directives from PLISTs.

Note: I know that this is going to break some symlinks and/or .so
includes, I will back some of these out as I run into these during
package building.

Use MASTER_SITE_GNU  Use MAN? macros.  CATEGORIES+= -> CATEGORIES.

Oh my goodness!  Satoshi is finally fed up and decided to "clean up" all the COMMENTs!  No package names, no version numbers, no "this is absolutix-3.1.2" type comments that have zero information contents.

Now, without any bad examples to follow, nobody has an excuse to import
a port with those kind of comments. :)

Phew!  238 ports modified!

Change gategory name "development" -> "devel".  Also take out the "programming" that was in some of them, it's pretty obvious what we are talking about here.

And now, yet another round of Makefile updates, devel version!

Add CATEGORIES lines to a whole bunch of port Makefiles.  Some ports are in multiple catagories - I'll expect the various MAINTAINERS to make further adjustments (and add any KEYWORDS lines) themselves.

Upgrade.

First batch of MD5 checksum files. Only did through to the end of net to both give my fingers a rest & let freefall clear some of it's backlogged mail :-)
