devel/usage: New port: Specification and toolkit for CLI argument parsing and completions

Usage is a specification for defining the arguments, flags, and
subcommands of command-line tools in KDL. The usage CLI reads such specs
to generate shell completions for bash, zsh, fish, and PowerShell, as
well as manpages, Markdown documentation, and SDKs, and can run scripts
that embed their own usage spec. It is used by tools such as mise.
