*/*: Remove redundant '-[0-9]*' from CONFLICTS

The conflict checks compare the patterns first against the package
names without version (as reported by "pkg query "%n"), then - if
there was no match - agsinst the full package names including the
version (as reported by "pkg query "%n-%v").

Many CONFLICTS definitions used patterns like "bash-[0-9]*" to filter
for the bash package in any version. But that pattern is functionally
identical with just "bash".

Remove indefinite articles and trailing periods from COMMENT, plus minor COMMENT typos and surrounding whitespace fixes. A few Makefiles where not included as they contain Latin-1 characters that break the Phabricator workflow. Categories J-L.

Remove @exec ranlib's. Since pkg_add doesn't change the timestamp, these are not necessary (even if the linker cares about the timestamp -- I'm not sure if it does).

Update with the new PORT{NAME,VERSION}/PKGNAME{PRE,SUF}FIX variables.

Now try to use those variables everywhere around DIST* and PATCH*
definitions as far as possible, for ease of the future updates and the
neatness.

Okay, 60% of `japanese' ports have been done. :)
