All but one of these patches implement support for FreeBSD 5, so remove them.

Merge the functionality of patch-wmweather+.c into the Makefile using sed.

Bump portrevision due to upgrade of devel/gettext.

Help PREFIX-cleanliness by adding a CONFIGURE_ARG to tell configure
where libwraster can be found. [1]
