[NEW PORT] security/mkcacerts: Generate a Java PKCS#12 truststore from certctl(8)'s truststore

mkcacerts reads the trusted certificates maintained by certctl(8) and
generates a Java-compatible PKCS#12 truststore from them, so that a Java
Virtual Machine's default truststore can be derived from the system
truststore without invoking a JVM or keytool to build it.
