sysutils/bacula13-client-static: Add new port

Much like sysutils/bacula9-client-static, but for Bacula 13

NOTE: the 13 code creates binaries named:

* static-bacula-fd
* static-bconsole

To retain the naming convention used in previous ports, we rename these to:

* bacula-fd-static
* bconsole-static
