sysutils/tzupdate: New port: Set the system timezone based on IP geolocation

tzupdate looks up the geographical location of the current public IP
address using IP geolocation services, and sets the system timezone to
match by pointing /etc/localtime at the corresponding zoneinfo file and
recording the zone name in /var/db/zoneinfo, as tzsetup(8) does.
